PILARCA, Rita Rita Pilarca is currently working as Senior Adviser of the Private Sector Promotion Program of GTZ Philippines - coordinating the two components of the Program at the National Level. She is responsible in the upscaling of the Business and Investment Climate models e.g. Business Permits and Licensing System, Local and Regional Economic Development, Value Chain and Business Development Services. She is a Certified Public Accountant by profession and a holder of Master in Business Man-agement from Asian Institute of Management- Manila, Philippines and Certificate in Public Service Management from Swedish Institute of Management – Stockholm, Sweden. She has also a Diploma Course on Market Oriented Small Business Development Services (with dis-tinction) from the International Training Center of the International Labour Organization – Turin, Italy. She has more than 20 Years in SME development work in the Philippines, having been worked with the Department of Trade and Industry, Globalink Business Development Center and with GTZ Philippines. In value chain development, Rita Pilarca is focusing her time on training the staff of various government agencies in the Philippines like the Department of Trade and Industry, Department of Agriculture and Department of Environment and Natural Resources. She also conducts workshops on various Value Chains.
